Kyoto Fuzoku Guide for Foreigners
Kyoto is temples by day. After dark, most visitors have no idea where fuzoku in Kyoto even starts — and most shops don't make it easy for foreigners.
I'm Mr.IDA. I've visited more than 500 adult shops across Japan and spent years filming and interviewing inside the industry. This guide is everything I'd tell a friend flying into Kyoto: what's legal, how it actually works, and what to know before you go — and the one shop I'd send you to.

What is fuzoku?
Fuzoku (風俗) is the Japanese word for the adult entertainment industry. It covers everything from delivery health to soaplands, and it runs under a law called the Entertainment Business Act. Shops that file a notification with the police can operate legally.
One thing surprises most visitors: sex for money is illegal in Japan. Licensed fuzoku shops offer other services, and each shop explains what its courses include before you book. If anyone offers you "more" for extra cash, walk away — that's how tourists end up in trouble.

How fuzoku in Kyoto works
There are two ways to enjoy fuzoku in Kyoto:
- Fashion health (shop-based): you walk into the shop, pay at reception, and everything happens in a private room inside. No hotel needed — the easiest option for tourists.
- Delivery health: you contact a shop and a cast member comes to your hotel. Great for privacy, but only if your hotel allows visitors.
If you go with a fashion health
Go to the shop's reception. Staff explain the courses and the total price; you pay, wait a few minutes, and you're shown to a private room. Ask for the full price — course plus any nomination fee — before you pay.
If you go with delivery health
Booking. Most shops take bookings by phone or LINE, in Japanese. Tell them your hotel name, the time, and the course you want.
Your hotel. This is where most tourists get stuck. Many business hotels in Japan don't allow visitors in guest rooms. Ask the shop which hotels work before you book, or use a love hotel.
Paying. You usually pay in cash when the cast member arrives. The total is the course price plus any transport or nomination fee — ask for the full amount before you book.

I don't list shops I found on the internet. Mitsuran Honkan (三つ乱本館) is run by Nicoro Group, and I know the company president personally. In my opinion it's the best place in Kyoto for a first-timer from abroad — it welcomes foreigners, it's right in the Kiyamachi nightlife area, and there's no hotel to sort out.

Kyoto adult nightlife by area
Kyoto doesn't have one big red light district like Tokyo's Kabukicho. Nightlife is spread across a few areas, with Kiyamachi at its center.
- Kiyamachi and Pontocho: Kyoto's main drinking streets, along the Takase River and the Kamo River, a short walk from Gion-Shijo and Kyoto-Kawaramachi stations. My pick, Mitsuran Honkan, is here.
- Gion: the famous geisha district. It is not a red light district — geiko and maiko are traditional performers. Please don't follow or photograph them. More on this.
- Around Kyoto Station: convenient hotels and late-night food.

Rules for foreigners
Many shops in Japan still turn foreigners away. Every guest who follows these rules keeps the door open for the next one.
- What's included is explained by the shop before you start. Don't ask for more.
- No photos, no video. Ever.
- Stop means stop. Respect the cast.
- Shower first. Come sober enough to be good company.
- Pay what you were quoted. If the bill changes, tell us.

Do I need to speak Japanese?
Not at the shop I recommend: English is OK at reception, and staff use a translation app when needed.
